(whatever that reason may be)Bhutan was basically vassal of India and not sure if Nepal feels any reason to ally with Sikkim. And taking how shitty Bhutan has threatened its own Nepalese minority Nepal hardly is willinful ally with Bhutan unless Bhutan change its politics.
